Why are they so bad? (even new ones)

They are bad because…

  • No matter what anybody tells you, car parks are designed to maximise parking spaces, not to maximise safety or amenity.
  • “Municipal approvals operate under State Government regulation, specifically via the Victorian Planning Provisions, where traditionally, consideration of parking design has been more focused on the quantity of parking to be provided, rather than the design safety considerations for pedestrians” 1.
  • The only clause of Victorian Planning Provisions relevant to the development of car parks is Clause 52.06, the main purpose of which is to determine the quantity of parking that the developers must provide on the site. “There is no incentive to go that extra mile in terms of pedestrian safety” 2.
  • Modifications are typically done on an ad hoc basis with no professional guidance.
  • Roads are designed by road designers and traffic engineers. Small to medium car park design is often dictated by draftsmen and architects with no safety experience. Larger car parks almost certainly have traffic engineering input, but safety is not the priority with land value at premium.
  • Roads are managed by road designers and traffic engineers. Car parks are not. Ongoing safety issues are currently self-regulated by the property owner or operator 3.
  • Roads are safety audited through design and construction by road designers and traffic engineers. Car parks are not
  • Structural elements of multi-level car parks interfere with safety in various ways.
  • Products are often used in lieu of first-principles.
